About To is used when something is going to happen in near future.
For Eg. बारिश होने वाली है |
              It is about to rain.

              It is not about to rain. (बारिश नही होने वाली है )
              Is it about to rain. (क्या बारिश होने वाली है )
              Is it not about to rain.(क्या बारिश नही होने वाली है )
